POSITION OVERVIEW

We are seeking a detail-oriented and experienced Civil Engineer specialising in billing and project cost management for Roads & Highways and Government projects. The role involves preparing, verifying, and managing bills related to civil construction projects, ensuring accuracy, compliance with government billing norms, and timely submission. The candidate will collaborate with site teams, contractors, and management to streamline billing processes and support project financial control.

Note: Candidates must be from Delhi NCR, have hands-on experience in Roads & Highways projects, and possess strong knowledge of Government billing (PWD/CPWD/DSIIDC/MCD/DDA/Irrigation & Flood Control) in the last 2–3 years.

KEY RESPONSIBILITIES

1. Billing & Documentation

•    Prepare and verify contractor bills, subcontractor bills, and client invoices.

•    Ensure compliance with contractual terms, BOQ (Bill of Quantities), and project specifications.

•    Maintain accurate records of measurements, work progress, and billing status.

2. Government Liaison & Coordination

•    Liaise with government departments including:

◦     PWD (Public Works Department)

◦     CPWD (Central Public Works Department)

◦     DSIIDC (Delhi State Industrial & Infrastructure Development Corporation)

◦     MCD (Municipal Corporation of Delhi)

◦     DDA (Delhi Development Authority)

◦     Irrigation & Flood Control Department

•    Prepare and review site plans, drawings, and construction schedules.

•    Ensure timely submission and approval of government bills to avoid payment delays.

3. Cost & Quantity Management

•    Conduct quantity take-offs and reconcile with site execution.

•    Assist in cost estimation, budgeting, and monitoring project expenditures.

•    Support project managers in financial reporting and cash flow planning.

4. Site Coordination

•    Liaise with site engineers, contractors, and vendors to validate work completion.

•    Conduct site visits to verify measurements and progress for billing purposes.

5. Compliance & Reporting

•    Prepare MIS reports on billing, payments, and project financial status.

•    Ensure adherence to company policies, statutory requirements, and client guidelines.

•    Support audits and provide documentation for project financial reviews.

REQUIRED SKILLS & COMPETENCIES

•    Strong knowledge of civil engineering fundamentals and construction practices.

•    Hands-on experience in billing, BOQ preparation, and quantity surveying.

•    Proficiency in MS Excel, AutoCAD, and billing software (e.g., ERP systems).

•    In-depth knowledge of Government billing procedures (PWD, CPWD, MCD, DDA, DSIIDC).

•    Minimum 2–3 years of recent experience in government project billing.

•    Strong experience in Roads & Highways projects is mandatory.

•    Analytical mindset with attention to detail and accuracy.

•    Good communication and coordination skills for cross-functional collaboration.

QUALIFICATIONS

•    Bachelor's Degree / Diploma in Civil Engineering.

•    2–10 years of relevant experience in billing and project cost management.

•    Experience in Roads & Highways projects is mandatory.

•    Must be based in Delhi NCR or willing to relocate within Delhi NCR.

•    Experience in residential, commercial, or infrastructure projects is an added advantage.
